On a British navy ship a small battle is being fought between two men. Jealous of Billy Budd, the "Handsome Sailor," the envious Master-At-Arms Claggart torments the young man until his false accusations lead to a charge of treason against Billy. Claggart brings the charge to Captain Vere, Billy is unable to defend himself due to a speech impediment. Vere recommends a court martial and due to a mutiny law recommends that the panel convict Billy to death despite the fact that he thinks Billy is innocent. Vere blames the lack of discipline on the ship and the weakness of the officers. Billy's final words are, "God Bless Captain Vere."
