Before George Washington was elected, representatives of the thirteen colonies united to meet in Congresses, from the Stamp Act Congress in 1765 through the Revolutionary War to the adoption of the Constitution and the Confederation Congress in 1789. The leaders of the congresses came from all over the colonies and had to balance regional interests in addition to confronting their common foe.
